The veterinary approval for import of animals and products, raw materials and wastes of animal origin is regulated under the Republic of Macedonia’s veterinary legal regulations. The competent body for inspection control is the Agency for Food and Veterinary of the Republic of Macedonia. All consignments that contain products of animal origin when imported have to be accompanied by veterinary certificates containing all necessary information and issued by the veterinary authorities of the exporting country. The documents necessary for import and export of animals and products, raw materials and wastes of animal origin, as well as the legal regulations in the field of veterinary are presented on the website of the Agency for Food and Veterinary.

The Law on Veterinary Health (Official Gazette of RM no 113/07 and 24/11) regulates the general conditions for trade in animals and products, import, transit of animals, products and by-products of animal origin. The Law on by-products of animal origin (Official Gazette of RM no 113/2007) regulates the import, export and transit of these products in details. For the purpose of importing, and/or importing for re-exproting of animals, products, by-products of animal origin and articles that can transfer infectious diseases of certain categories for commercial purposes, the legal and natural persons must be registered with the competent authority and present a detailed description of the category of animals and products before starting the mentioned activities.  In addition to the means of transport for animals, the legal and natural persons responsible for the transport should have a license issued by the competent authority of the country where their business activity is registered.  

The documents that accompany the shipment at import must be presented to the competent authority in original form, in Macedonian language or accompanied by an official translation in Macedonian certified by an authorized court translator. The documents that accompany the consignments at transit, besides being in other languages must be in English as well. The legal and natural persons must keep records for the consignments regarding:

1)
the place of origin, information about the previous owner(s) and the date of dispatch;
2) the place of delivery, information about the purchaser and the date of delivery;   
3) the type and number of animals or category and quantity of products; and
4) data of the accompanying document for animals and products. 

The records and documents that accompany the shipment must be kept by the legal and natural persons for at least three years. Import of the consignment can be allowed only after the performance of all veterinary inspections with satisfactory results.  

The import of animals, products and by-products of animal origin can be performed only with previously issued license for import by competent authority depending on the country or region of origin, the facility, the veterinary and health certificate or other related document. Import of pathogenic materials hazardous upon the health of people and animals is forbidden. In exceptional cases, the competent authority can approve the import of patogens only when they are intended for scientific and research purposes and diagnostic purposes and after import are directly transfered to a competent scientific and research, diagnostic or educational institutions.   

An import license is not needed for certain products and by-products of animal origin:

1) bones, horns, hooves and knuckles that are not intended for human consumption or are cattle fodder;
2) unproccesed bristles, hairs, wool, feathers and parts of feathers well packed or fully dry;
3) bees’ products;
4) hunting trophies; and
5) processed furs and animal skin.

Animals, products and by-products of animal origin can be imported if:


1) they originate from a country or region of a country for which import of certain types of animals or categories of products or by-products or animal origin is allowed to the Republic of Macedonia;
2) the products and by-products of animal origin, which are produced in facilities approved for import of certain categories of products or by-products of animal origin to the Republic of Macedonia; and
3) they are accompanied by proper veterinary and health certificates or other documents.

Import of animals, products and by-products of animal origin can be temporarily banned, or the requirements for import can be amended or changed in the case of occurence of a contangeous animal dicease or other risk upon the animal health or the public health in the Republic of Macedonia. 

Transit of animals, products and by-products of animal origin through the territory of the Republic of Macedonia is allowed if the consignments originate from a country or its regions for which the import of certain animals, categories of products or by-products of animal origin is allowed in the Republic of Macedonia. The consignments transiting throught the Republic of Macedonia are subject to document and identity checks, and if necessary, to a physical check at the entrance of the border crossing point. The transit of consignments through the territory of the Republic of Macedonia is performed under customs supervision and must be completed within 30 days after the consignment enters the country.   

Re-export of products and by-products of animal origin that are imported for re-export is performed under customs supervision. The stored or repacked products must leave the country within 30 days, and the products subject to further processing or further manipulation must leave the country 60 days after their arrival. An official veterinarian at the border crossing point confirms that the consignment which was stored, repacked or underwent additional changes, has left the country. The consignments that are exported must be accompanied by: a copy of the original certificate that accompanies the consignment at arrival, a certificate issued by the competent authority, which in addition to other information lists the origin of the consignment and a statement that no change has been performed on the consignment, except for handling procedure.

The import and export of food of animal origin are regulated under the Law on Veterinary Public Health (Official Gazette of RM no. 114/2007). Food operators that import or export food must be registered for performing such activity and meet the general and specific hygene requirements for such activity, as well as implement HACCP principles.  
 

The food operators can import food if:

1) the country of dispatch, or region thereof, is on the list of countries composed by the competent authorities from which import of products is allowed;  
2) the facility the products are sent from and where the products have been prepared and produced is on the list of facilities composed by the competent authorities, for which import of products is allowed;
3) the food meets the requirements determined under the law, including the requirements for health seal and identification label, sanitary and veterinary certificates and other accompanying documents.

The food operators are responsible to provide the consignments of products of animal origin, when being imported, with accompanying import certificates meeting the determined requirements.  Electronic documents may be used as well. The certificate accompanying the consignment of products of animal origin has to confirm that the products meet the determined requirements, and must fulfill the following conditions:

1) to be signed by the competent authority of the country of dispatch and certified with an official seal. If the certificate is composed of more pages, each page must be signed and sealed respectively. In cases of factory ships, the competent authority could authorize the captain to sign the certificate;   
2) the certificate must be in the official language or the language of the country of dispatch, English or Macedonian language, or accompanied by a certified translation in Macedonian;
3) the consignment must be accompanied by the original certificate when entering the Republic of Macedonia.

When exporting food, the exporter must provide all necessary documents (certificates and other documents) prescribed in the country of export.
