Origin definition

The origin of goods in the Republic of Macedonia is regulated by the Customs Code (Articles 21-26), (Official Gazette 39/05; /safenet-cefta/web/tradeportal/Macedonia/en/Origin/ 04/08, 158/10 and 44/11) and the Regulation on the Implementation of the Custom Code (Articles 11-60).
Goods originating from a single country are goods which are wholly produced or obtained in the given country.
Goods whose manufacturing involves more than one country shall be deemed to be originating from the country where the goods passed the final relevant economically justifiable treatment or processing in a facility equipped for such purposes which leads to new products or presents an important phase of the manufacture.
In accordance with the Customs Code, there are two types of origin of goods - preferential and non-preferential origin.
Preferential origin is used for trade of goods originating from countries with which the Republic of Macedonia has a preferential trade regime (EU, EFTA, CEFTA, Ukraine and Turkey). The preferential origin implies benefits in trade of goods according to the rules stipulated in the free trade agreement.
Non-preferential origin implies application of the tariffs and other import duties without preferentials for the importer/exporter.

When the origin of goods needs to be proven at the import of goods, the following requirements need to be met:

a) the certificate must be issued by the competent authorities designated for such purposes by the issuing country;
b) the certificate must contain all information necessary for identification of the goods it certifies, in particular:

• number of boxes, kind of goods, designations and numbers it bears;
• type of product;
• gross and net weight and other relevant data (volume of the goods, etc.).

c) name/title of the consignor;
d) the certificate should clearly certify that the given product originates from a certain country.

When exporting goods with preferential origin from the Republic of Macedonia, it is necessary to provide FORM A Certificate of origin, which proves the Macedonian origin of goods for the application of preferential tariff measures on the basis of the Generalized System of Preferences. This certificate is issued by the Chamber of Commerce of the Republic of Macedonia. The Chamber has stilupated procedures for issuance of the certificates of origin.
