The trade regime of the Republic of Macedonia is highly liberalized; however, there are rules for certain types of goods regulating their import and/or export. In accordance with the legal regulations of the Republic of Macedonia, certain goods are imported/exported on the basis of licenses, approvals, permissions, decisions or certificates. The types of goods that are subject to this regulation are described in detail in the Decision on classification of goods into forms for import and export. |

Licencing procedure |

The licenses or other respective documents on the basis of which import/export is performed are issued by the relevant institutions, according to the type of the goods.
Licenses or other documents for the import/export of food, medicines, medical aids, narcotics, psychotropic substances and precursors, as well as other chemicals are issued by the Ministry of Health.
Licenses or other documents for the import/export of live animals, veterinary and medical preparations, products of animal origin, products for feeding animals, products for plant protection, seed and propagating material, reproductive material of forest trees, logs, firewood and other products of tree, as well as nets for commercial fishing are issued by the Ministry of Agriculture, Forestry and Water Management.
Licenses or other documents for the import of vehicles and other goods that must meet the metrological and other standards are issued by the Bureau of Metrology.
Licenses or other documents for radioactive materials and other specific related goods are issued by the Radiation Safety Directorate.
Licenses or other documents for the import/export of chemical products, waste materials, molybdenum ore and minerals, endangered and protected wild plants, animals and fungi, as well as the import of second-hand technical goods that contain cooling devices and second-hand tires are issued by the Ministry of Environment.
Licenses or other documents for the import/export of gold, metal coins, banknotes and other goods determined within the decision are issued by the Ministry of Economy.
Licenses or other documents for the import/export of goods considered as cultural heritage and protected cultural goods are issued by the Ministry of Culture.
Licenses or other documents for the import/export/transit of weapons, ammunition and explosives and other goods are issued by the Ministry of the Interior.
Licenses or other documents for the import/export of monetary gold are issued by the National Bank of the Republic of Macedonia.
In the Republic of Macedonia, there is one stop shop system for export and import licenses, licenses for transit and tariffs – EXIM. EXIM is an electronic system which links 16 institutions with competence in the field of the foreign trade operations. (www.exim.gov.mk/EILWeb/)
The licenses issued through EXIM have been listed in the List of licenses 2012.
EXIM enables the electronic submission of applications for licenses for import, export and transit by a business community, as well as electronic issuance of licenses by the competent institutions. In addition, EXIM enables allocation of the available tariff quotas in accordance with the principle “first-come, first-served”.
EXIM provides simplified access to the necessary information regarding the documentation needed for obtaining license for export/import. The application submitted to EXIM does not have a standard form, but it must contain the following information:
1.Name and tax number of the legal person;
2.10-digit tariff codes;
3.The goods must be designated according to the customs nomenclature;
4.Trading name of the goods;
5.The quantity of the goods for which the application is submitted, expressed in single units of measurement;
6.Name and address of the foreign exporter, or importer;
7.The time framework for the imports, or exports;
8.Statement on the purpose/use of the imported goods.
In order to use EXIM companies must meet the following requirements: to have a stable internet connection, a valid e-mail address, digital certificate, to be registered in the EXIM system, to have installed JAVA 1.6 support, as well as to have installed Macedonian font for completing the forms.
