Foreigners are obliged to undergo border control upon entering or exiting Montenegro. Foreigners may enter into, move within and stay on the territory of Montenegro with a valid passport containing a valid visa or stay permit.

- Inspecting conditions for entry by foreigners;
- Inspecting passports for possible signs of forgery;
- Inspecting passport entry and exit stamps for possible breach of granted stay period;
- Checking places of departure and intended residence destination and, if necessary, appropriate accompanying documents;
- Inspecting funds required during and for the purpose of the intended stay, return to the state of departure or transit to third country;
- Verifying that the persons, their vehicles or belongings will not impose any threat to the security of the state border, public order or public health.
Minimum border control implies only checking citizens' identity and validity of documents. It consists of quick and direct verification that the document has not be forged, whereby technical devices can be used and relevant databases searched in order to find information exclusively on stolen, misappropriated, lost and invalid documents.
Citizens of certain states may enter into Montenegro with a valid identification card, or other document establishing their identity and citizenship. Citizens of the CEFTA Parties, excluding Moldova, may enter, move across and stay in the territory of Montenegro up to a period of 90 days with a valid passport without visa or up to a period of 30 days with a valid identification card.
